this is how I've configured fast convergence:

router ospf 1
 auto-cost reference-bandwidth 10000 (depending on your biggest link)
 timers throttle spf 10 100 5000
 timers throttle lsa all 10 100 5000

interface TenGigabitEthernet9/1
  ip ospf dead-interval minimal hello-multiplier 4
  carrier-delay msec 0

This configuration will bring the convergence time to sub 200ms. You'll
need to make these changes to all OSPF interfaces. Make sure that your
IOS supports the feature. Use the feature navigator to find out. Do a
search on Cisco.com for "OSPF Support for fast hellos" or "OSPF fast
convergence". The commands will be described in the documents you'll find.
