Well, a confed is just like sub-AS, so all the rules (basic) that exist
within a BGP AS also exist within a confed.
If you have a normal 3 different BGP ASes would you need to full-mesh
all the eBGP relationships? NO
So within 3 different Confeds, you don't need to full-mesh all the
"special eBGP" relationships. If you make them full mesh, then you're
just wasting money buying extra links unnecessarily ... not want your
boss will be happy with and most importantly not what Confeds are
originally designed for.
Confeds and RouteReflector concepts actually help us to reduce the need
of creating a full-mesh amongst our iBGP Routers. So setting up
Full-mesh with them will defeat the purpose I think.
