It could be that the NM cards are V2.
The NM-2FE2W-V2 is definitely supported in the 3620 platform but
requires a
minimum IOS Version of 12.0(7)XK.
You need to have 32Mb of DRAM installed in order for it to work and it
only supports
only 2 of the Version 2 cards (unless it is the NM-2W = only 1).
If these are Version 2 NM cards then it is most likely a software bug in
the IOS
as the IOS you were running is above the specification.
If these are Version 1 NM cards and they do not work with a lower
version of IOS
then it most likely also points to a software bug.

Interesting problem.
I have 6 of these little fellows.
As I recall the upgrade you may require will be in the
form of a physical chip, not necessarily a software
upgrade per se.
And also check your NM-Modules - are the V2 or are
they older.
I'd suspect they are V2 and while they may be
supported in the 3620, I'd wager they are not.
Let me know.
As I said I still own 6 and might to upgrade myself.
