Can i use CBAC in this situation?

Hi, group
    I want to implement some devices in my network can telnet to one of my routers, let's say R1, i just want to them can telnet to R1's loopback 100 only, if the telnet connection is opened for maximum 30 second. However, if telnet to loopback 0 interface, there shouldn't be such a time limitation.
Also i want all the telnet connections should be audited.

From my analysis, "ip audit" couldn't be more suitable for this task, but it seems not available any more for these days. Is there any substitutes?

If CBAC or other technologies can solve this, can someone shed some lights on this case please? That couldn't be better for giving some examples. Thank you.
