In my experience when buying my 38xx routers, I was able to dowwnload for
these routers only. When I tried to download for another router model, a
message came up stating that I was denied from downloading it. From my
understanding, some companies have a blanket license that allows them to
download all IOS versions because they have so many various router bought
from Cisco.
