Currently, the IOS downloads are kind of an honor system. You should not
download what you are not licensed for.
I heard that in the future, the IOS features will be licensed like the
PIX/ASA and you will need a key to enter into the device to unlock the
additional features.
If this does happen, it would make it very difficult for studies and
testing.

Suppose if someone has SmartNet for 2600 and 3600 series routers. Is such a
user allowed to download other routers e.g. 7200/7300 series IOS from Cisco
Software center?
If he is not allowed to download what happens?
