How about configuring the ip pim rp-address command for the higher IP, and
using auto-rp for the lower IP? Without the override argument of the
rp-address command, the RP learned via auto-rp will be preferred. You're
still technically using auto-rp for redundancy, and if the question
doesn't restrict the use of the RP-address command, I don't see a problem
with it.
