Hi Matt,
Looks like it might be an issue with your IOS/platform to me. I get
the expected behavior when I paste your config into a 3640 running
c3640-jk9o3s-mz.124-5b:
Router#conf t
Enter configuration commands, one per line. End with CNTL/Z.
Router(config)#map-class frame-relay FRMAP1
Router(config-map-class)# frame-relay cir 128000
Router(config-map-class)# frame-relay mincir 48000
Router(config-map-class)#$y adaptive-shaping interface-congestion
10
Router(config-map-class)#end
Router#sh run | b class
map-class frame-relay FRMAP1
frame-relay cir 128000
frame-relay mincir 48000
frame-relay adaptive-shaping interface-congestion 10
