Neighbor Command in OSPF

Dear all

           I am trying to configure the OSPF over the Frame-relay. When ever
i add the neighbor command under the OSPF, it gives me this error:
OSPF: Neighbor command is allowed only on NBMA and point-to-multipoint
network.

I didn't change the network type on the interface, it's the default which
is Non-Broadcast.

Now as a work a round solution, i remove the OSPF, then immediatly after
creating the process, i adds the neighbor command ( before adding any
network statment). the command is accepted now but i have to the same when
ever i reload the router.

I think this is a bug in the IOS, am i right, or did i mess somthing??????
