What type of hosts? Windows, UNIX, or else?
Approaching this question logically, if host1 192.168.1.1 attached to SW1
would try to contact host2 192.168.1.1 attached to SW2 the packet won't even
leave host1.
TCP/IP stack will realise that the dest IP belongs to the local host and
therefore it won't send anything.
Therefore, host2 must be known to host1 at a different IP address and vice
versa. This can be achieved either via NAT (with firewall in between if
routers are banned) or by using secondary IP addresses on interfaces (if
UNIX) or MS Loopback interface (see
http://www.windowsnetworking.com/articles_tutorials/Install-Microsoft-Loopback-adapter-Windows-XP.html )
if Windows XP.
Then one needs to x-connect two switches, configure a VLAN on each switch
and enable routing across the inter-switch link.
