Obviously there are a lot of opinions here - which means that I'd go
with whatever the proctor says.
Let me add that my interpretation is to prevent the area from seeing the
specific routes - thus to block. It does NOT say ANYTHING whatsoever
about a summary. The implication of a summary route comes from the fact
that the questions mentions "specific routes" - but if I asked you to
prevent one area from seeing another area's 1 specific route, what would
you do? A summary wouldn't accomplish this.
