The way Wilson posted the diagram looks very general to me (even is not complete) and easy for anyone without the WB to answer.
   
  If R4 has no area other than 246 (which is connected to area 0) then there is no need for virtual link. Virtual link is for areas than are not directly connected to area 0.

I been asking on the IPExpert forums but it seems like that forum is dead.
Just wondering if there is a rule on GS to not ask vendor workbook
questions if so maybe i'll leave out the IPExpert WB part and make it more
