Yes, generally Cisco avoids recruiting from partners, especially from
the really big ones, like IBM. This is because they either modify the
competition balance (especially in countries with very few Gold
partners), either avoid to upset partners.

On the other side, there are some exceptions, i.e. they do not care
about a specific partner or they want a specific person really bad.
In this case they recruit from partners, but with certain formal
precautions (redirect the candidate to a specific recruiting agency
that works on their behalf).
