Ok, I start to think we need some NAT to do this,
I am getting this notion that the "foreign care of"
address is the address that home agent will send
packet destined to through the GRE tunnel to the
roaming laptop.

But that doesn't tell me what the GRE tunnel's
ip address should be.

The tunnel on the home agent side can just take over
the entire home network. I am willing to shut down
the interface on the home agent attached to the home
network. But I still don't know what the tunnel's
IP address should be on the foreign agent router.

I went through some insane trouble when trying to
emulate SLB with NAT rotation pool too a while ago.
NAT on a stick was not enough. It had to take care
of returning traffic in the NAT emulate SLB case.
I had to use some insane PBR.
