You tell how many people pass CCIE at the first attempts or as u say Lab Rat i.e.? According to an unofficial report,94% of Candidates in CCIE DONOT pass at the first attempt,there are also many which are not able to pass for 2-3 times or even more,what you think if someone who somehow passes written exam and appears for CCIE Lab and dont know anything(upto level that CCIE must know) would pass CCIE? Also when people hear from others or from Lab Rat that they dint pass CCIE for first attempt or second or even 4th and then they dint pass,do you think that they think CCIE equivalent to MCSE or any other certs(No Harms Intentions)? What you think that what Cisco tests in CCIE is like a normal written exam like of Installing Windows XP!! CCIE tests the Candidate for the knowledge s/he has,the candidate has to work in under pressure in CCIE lab and should have hands on experience on Cisco Routers/Switches,do you think its wasy for anyone to pass CCIE just like that? It One cant p!
 ass CCIE if s/he is not upto the mark to which it makes him/her a TRUE INTERNETWORK EXPERT,CCIE Really measures that.
