EIGRP Loadbalancing/Traffic Sharing

The problem is that the traffic that is going from the Cat4006 and 3640
routers is not being balanced between the Micro Wave 2Mbps (MW) and the
2Mbps DDN. About 90% of the traffic is going out on the MW link.
3640Rtrs and Cat4006SW are running EIGRP and are fully meshed. What would
be the problem that
traffic is not balancing.

Please let me know if additional information is needed.
