It will work with the client in the same vlan because the DHCP packet does
not get modified as when it passes through a DHCP relay.

When the DHCP relay passes a DHCP packet, it includes the gateway address
and subnet of the origination subnet so the DHCP server can assign the IP
address from the appropriate DHCP pool.

That certainly is not a correct configuration, but it does not explain why
debug on R1 did not show anything and why put DHCP server in the same vlan
of client will work -- assuming no other configuration change.
