That's a very open ended question....

Accessibility means can you get to them! :)

The ProctorLabs (IPexpert) racks are accessible not only direct through your
telnet application, but also through the web site by simply clicking on
links to either access the router or to power cycle them if you need to do
that.

So accessibility is simple a definition that we may pick. I'm sure
everyone's is accessible somehow, but were you looking for something in
particular???
