IWEB task 8.2 say that http traffic should not reserve any bandwidth

solution was

match not protocol http
policy-map qos
clas not-http
class class-default
random detect
fair queue

I don't understand if you create a class without specify any bandwidth, what
will be it's tratement ( fifo or weighted fair), and why in this solution
traffic in class-default will not be prioritized over this class?
