In a nutshell, cir and mincir values are per second (hence bps).
Bc and be values are per Tc.

I still haven't got it nailed.

With cir is this value per second or for Tc?
The Same with mincir?

If the question says - the minimum transmission rate should be 8K bits/sec
and using tc as 1/8 of a second then is mincir 8000 or 1000?

The below reference says to use 8000, but other documents tell me to use
1000?
