Hi.

If dimension of the value refers to kbps it means per second, for both
CIR and minCIR. You should consider default or non-default Tc if
task/design tells so.
Bc is amount of bits per Tc and this is your reference point to derive
Tc from. This is the way we calculate it if non-default Tc value is needed.

Just take a seat in quiet corner and check dimensions for this formula,
and all will fall into place :-)

Bc=CIR*Tc => bits ~ (bits/sec)*sec
