Yes, but it doesn't work as expected. On the hub I configure 'neighbor
x.x.x.x pri 0' for each spoke neighbor. Each spoke still participates in DR
election. The only way that I get the desired result is to configure 'ip
ospf priority 0' on the serial interface of each spoke.
