Intra-AS mpls vpn "send-label"

Hi,

I noticed that it is possible to filter prefixes to send or not to send label
information with a bgp update.
When I practice my labs I always put the send-label bgp command on bgp
neighbors, where no mpls is running in between.
This means that for all prefixes also a label is send via bgp.
When would you like to filter on specific prefixes if a label must be sent,
does somebody have an example for me?

My other question is:

CE--VRFA)-PE---Provider1---Provider2--PE---(VRFA--CE

Sometimes I receive on both CE's all vpn prefixes vice versa, but traffic
cannot forward between them.
Let's say that I've applied the send-label command on the correct places, what
are other command pitfalls why both CE still cannot forward traffic?
