class A: 0.0.0.0/1 ge 8 le 8
Class B: 128.0.0.0/2 ge 16 le 16
Class C: 192.0.0.0/3 ge 24 le 24
=> just match CLASS-FULL of class A,B,C but do not match subnets of them
So I agree using " le 32"

I think this is correct as a general rule, but if we are requested to match
a class B address and it was subnetted. for exp you have been requested to
match class B addresses including 131.20.10.0/24.
i think the below rule will not work. we have to use 128.0.0.0/2 le 32.
