This topic was disscused couple times in the past (someone even posted debug
output). Please search the archive for detailed explanation.

Short answer is no you do not have to use command: snmp-server enable
traps.

do you have to enable traps with for the snmp-server command, to be able to
send traps from rmon?
I'm asking, since rmon needs a valid snmp-server setup.

Like:

rmon event 10 trap COMMSTR description "Above Value" owner config

snmp-server host 1.1.1.1 COMMSTR
snmp-server enable traps
