VPN3K - Authentication

Hi
I am trying to configure management access for
VPN3K using some protocol ( telnet or ssh etc ).
But I dont know how to assing the users
for authentication.
How can I create an username/password and
use it for telnet authentication ?
I tried assigning it to the basegroup.
It didnt work.
when I try to telnet to vpn3k, I get username/password
prompt but I dont know how to create users to be used
for telnet authentication.
Any help is appreciated.
