you should still be able to use Auto-RP to provide fail over.

configure one router to be the Mapping agent as well as announce itself for
RP. Then have a have a second router announce itself as a Auto-RP with a
lower IP address to be the backup. You could also use multiple mapping
agents as well.

R1:
ip pim send-rp-discovery scope 16
ip pim send-rp-announce loo0 scope 16

R2:
ip pim send-rp-announce loo0 scope 16

Leaving off the group-list will make the RP active for all multicast groups
224.0.0.0/4
