I think yes.

If we are not allowed to tune "ip bandwidth-percent eigrp" we can just
do a quick math.

link BW = 128, desirable EIGRP BW% = 40%, => 51,2
default EIGRP BW% = 50% => tuned link BW = 51,2 * 2 = 100,4

Since there is no fraction in interface BW, we can go for bandwidth 101
to have at least 40% of 128 for EIGRP. (Or bandwidth 100 if we want less
that 40%)

I don't remember any other way of tuning this, nut you never know... :-)
