Has it been checked?

After setting FR interface of HUB router in p2mp non-broadcast and
trying to apply priority per SPOKE neighbor I got

R1(config-router)#nei 1.1.125.5 priority 5
OSPF: Poll and priority option are allowed only for NBMA network

R1(config-router)#do sh run in ser 0/0 | in inter|ip|ospf|frame
interface Serial0/0
 description ---> DLCI 102 103 104 105 106 <---
 ip address 1.1.125.1 255.255.255.0
 encapsulation frame-relay
 ip ospf network point-to-multipoint non-broadcast
 ip ospf priority 255
 frame-relay map ip 1.1.125.5 105 broadcast
 frame-relay map ip 1.1.125.1 105
 frame-relay map ip 1.1.125.2 102 broadcast
 no frame-relay inverse-arp
