ipv6 over gre tunnel

I have problem forming tunnel using ipv6 over GRE. What am I missing here? I
have tried different IOS as well and the result is same.

There isn't any problem when I use tunnel mode ipv6ip.

  ipv6 unnumbered loopback 0

  tunnel destination 192.168.1.1
  tunnel mode gre ipv6
