The second one would presume that all of your client devices were configured
to receive/process broadcasts on that address. But otherwise, seems like a
feasible approach (never had a desire to try it, but seems logical!)...

B)

            ip broadcast-addresss 129.1.23.0

            ip multicast helper-map 225.25.25.25 129.1.23.0 111
