I was a bit prompt to answer as I thought your question was on the use of
"police cir" versus "police"

There is indeed a difference:

In the first case you are policing kazaa traffic at 8K and shapping the
default-class (that is everything that is not kazaa traffic) to 5 Meg

In the second case you are shapping ALL traffic (including kazaa) to 5 Meg
and in addition you are policing kazaa traffic to 8K

So the behavior of the two policies are different but in both cases, kazza
traffic won't be able to go other 8K.

However, if you have a lot of traffic (appart from kazza), in case 1 Kazaa
traffic won't be shapped , so you could go over the 5 Meg by 8 K.

In case 2, you will be limited to 5 Meg for your total traffic.

If they ask you in an exercise to shape all traffic to 5 Meg and police
Kazaa to 8K then definately the right answer would be the second case.
