Replication is used when bringing up a new freshly installed ACS server and
then replicating the DB to the new ACS server, and then can be set up to
replicate periodically on schedule or manually.
Synchronization is used most often in the SP arena, where an existing RDBMS
containing user info is sourced to synchronize and update the ACS DB.
