BGP confederation ID

Hi group

While configuring BGP confederation, Is it necessary to type 'bgp
confederation id xx' on all routers forming the confederation..?

In my home lab, I was forced to use this command on all routers,
otherwise it was returning an error message "%BGP-6-ASPATH: Invalid AS
path" on neighboring confed member routers (2621XM ios 12.3) and transit
routes were not received by them, But locally generated routes were
exchanged between directly peered routers.

Once I use the command 'confed id ' in all routers everything was fine
and transit routes were exchanged between AS border routers and confed
members. Now, some documentation + cisco press says that you only need
to use the 'confed id' command in AS border routers only, I believe NMC
tech library also taught me the same thing.

But in reality it is different. Brian MC was demonstrating this in CoD
and he did it on all confed routers. Now, is it really a IOS issue..?
