Once you check the clocking, and it appears that your configuration is
correct.....try resetting the interface, and/or, rebooting both routers.
I had a strange occurrence yesterday on a couple switches where BGP
wasn't working (and it should have). After looking at it, and seeing
nothing wrong....I rebooted and everything was fine. HTH
