Try checking the vtp config revisions on both switches and make sure the
server is something other than 0 and has a higher config revision than the
client switch. I recently ran into this in a customer network where we had
two switches in the same VTP domain but the server had a lower config
revision (due to someone putting it into transparent mode and the back into
server mode) and so the client kept rejecting the server's VTP updates.
Also try checking a "show vtp counters" on the client switch to see if it is
receiving VTP frames or not. That might at give you some more intoformation
to troubleshoot with. HTH!
