It seem R3 is the Hub router and R1,R2 is the spoke router.
If R1&R2 is not allow to use static mapping to Hub router and allow only
Main interface.
Then the choice would be using "dynamic mapping" between R1-R3 & R2-R3, or
"PPPoFR".
The second requirement also tell you to use "static mapping" between spokes.
So I think you need to use "static-mapping" on spoke-router to have them
point to each other.
And enable "inverse-arp" on R3 only with DLCIs to R1&R2.
You should have 2 dynamic maps on R3.
On R1&R2 you should have 1 dynamic(to R3) and 1 static mapping(R1-R2).
