In FRTS there is only one time interval Tc = CIR/BC. You suppose another one
interval 1 sec. I don't know nothing about it.
In my understanding FRTS have Bc size wich commit traffic at each interval.
Once you have More than Bc traffic Be can be used. It does'n matter first,
second or all interval Be will be used. It will be used until empty
Be-bucket.
Some document state about first interval, think they mean exceeded traffic
above or equal Be+Bc per interval. If following traffic less Bc then Be token
bucket will fill. Therefore get resources for exceeded traffic again.
For example:
Bc 12000 bit
Be 4000 bit

first Tc get 12kbit, Bc token bucket emptied in first interval, Be token
bucket remain full.
secont Tc get 15kbit, Bc - emptied, Be remain 1kbit (you can send up to 13kbit
next time interval)
thid Tc get 14kbit, Bc - emptied again, Be - emptied (such as only 1kbit was
in token buket) and 1kbit will dropped.
fourth Tc get 15kbit, Bc - emptied, Be - emptied
fifth Tc get 11kbit, Bc- emptied, Be - remain 1kbit
and so on.......

Note: at the beginning each interval token bucket get 12kbit. Once Bc dont
need all of this tokens it direct to the Be-bucket. Be-bucket therefor get
resources for transmitting traffic.
