FRTS and Be

Hi

 Example 1
Most of the examples I am seeing as regards FRTS suggest that an excess
burst (Be) is sent out every Tc interval, ie if Tc is 100ms then
router can send Be during EACH 1/10th time interval.

Example 2
Some of the material suggests that Be is only sending during the 1st Tc
interval. ie if Tc is 100ms then router can send Be during Tc = 1/10,
during Tc 2/10 to 10/10 the router is not allowed to use Be.

Cisco info reads contradictory, some postings on GS favor example 1 over 2,
others 2 over 1.

I am thinking it is Example 1 but there is just enough conflicting info out
there to make me question this.
