I think the problem lies with the fact that you can schedule a lab without
having to pay for it. People will schedule it and wait to the last minute
(30 days from exam) to decide that they are not ready and cancel. This can
tie up exam slots for months. When I was trying to schedule my exam, I
wrote a script that would check for open slots many times per day so that I
eventually caught an opening immediately after someone cancelled (I was
looking for a Monday slot). You could do the same, or just keep checking
regularly. Good luck.
