STP rule of thumb ?

Folks,

Is it a rule of thumb to set all/any STP parameter
only on the root bridge?

Secondly, if the requirement is to set it on a switch
for a particular vlan and if that switch is not the
root bridge for that vlan then should we apply the
above rule to make it a root bridge ?

e.g.

setting port priorities
setting port cost

I have tested these STP cmds and to my experience it
does not matter where I set the cost or priority.

I am not a L2 guy so not sure what rule is here.

Any inputs are welcome
