On a physical interface, you know you will get congestion if you send more
data that the configure/received clock rate.
From my understanding Subinterfaces does not know is there is congestion so
the router does not know when to create a queues
In order to limit the traffic for subinterfaces, You can police or Shape.
Policing does not help here, because it drops traffic, So you need to shape
the traffic to a rate, once you shape your traffic you can nest to a child
policy to allocate bandwidth.
IMHO RouteFlap is correct in some way

IMHO nested policies are over-kill for this solution.
Is there any reason to do per-vc QOS instead of QOS on the main interface?
Maybe Brian D/Brian M or Scott can shed some light?
