OK,
so your topology is something like:

        |--- R5--\
 SW2 ---| FR-----R2
        |--- R6--/
              |
     Area 3 | Area0

max-metric should work on any route advertised in Router and Summary LSAs, so I'd expect it to affect routing tables on both areas.. If that is not what you want max-metric is the wrong answer.
Also max-metric causes virtual link terminating on the router to go down.
I personally wouldn't use it on ABRs.
Modifying the distance then would be my next choice.
I'm running an experimental version of the OS and as far as I know the bug I was mentioning is specific to that version.
I've started a thread on this topic in the middle of august and people have sent me working configurations, you can refer to that.
Unfortunately I cannot help you much on this.

 Sabrina

Subject: Re(2): OSPF Distancia

Hi Sabrina,
Yes this is valid solution. By the way R5 and R6 is connected via multipoint
FR to R2 over ospf backbone area. So R2 should learn all paths via R5 right? Or
this is true for only for non-backbone area? Now I am more confused than ever
because I am getting routes preferred via R6 from R2. 8-(

Back to my original question, the way you explained it it means that
supposedly with the distance command that I did this should work. And it is not
working because of some issue with the IOS. Is this what you meant? I believe
R5 is sending Summary, Router and External LSA's as well via my virtual link to
R5. I am thinking correctly?

are matching for networks in the Router, Summary and External LSAs that R5
sends.

be reached thru R5, but the router LSA only includes the directly connected
segments.
