Ok really bizarre,,, I thought it might have something to do with the
way 3560s L3 switch etc etc.. So I replaced the 3560 I was using for a
7206VXR and copied the config EXACTLY from the 3560 to the VXR <only
difference is they're now router interfaces and not SVIs> and it policy
routes just fine, as in the cisco example..
