You can use that IOS version with 16 MB FLASH if you boot it via TFTP
(see link below). Also 64 MB RAM will work for a lab environment even
though CCO says 96 MB RAM.

I wanted to try this today it seems that this IOS version is no
longer available for download on the IOS upgrade planner. 12.2(15)T14
Enterprise Plus.
The available version is c2600-js-mz.122-15.T17.bin. This requires 96 MB
RAM and 32MB flash. Would this work on a 16 MB flash and 64 MB Dram? I
believe this will not but have anyone tried this? Or can anyone
recommend something that would work for 16MB flash and 64 MB DRAM with
OSPFv3 support for IPV6.
