PPP over ISDN negotiation question

Hello guys,
Probably not very clever question but I just can't understand the following.
Well if we configure PPP over ISDN. Than q921 is used to establish the link
wright?? (In isdn).
But LCP also is used to establish a layer 2 link wright??

How does the LCP phase relate to q921 here?? Is LCP negotiated using q921
signalling here or how?? Are not they doing just close things?
