I personally feel the last two lines are not required here:

acl 130 permit udp any eq echo 0.0.0.0 <http://0.0.0.255/> 255.255.255.0
log-input
acl 130 permit udp any eq echo 0.0.0.255 255.255.255.0 log-input

maybe thats why you lost points.
