Custom queuing

Let's say I want to set up a queue-list with 5 queues, using 50%, 25%,
15%, 5% and 5%, applied to a serial interface with 64k bandwidth. Would
it be best to set up the queue byte count as a percentage of the overall
bandwidth (32000 for 50%, in this case) or to set up a representative #?
So 5000, 2500, 1500, 500, and 500? Is one better than the other, or am
I just completely wrong?
