Hi,

Since 54.1.3.0/24 is a connected network under rip and you
redistribute rip in eigrp and also redistribute connected in eigrp
throgh route-map LOOPBACK1 you should permit in the route-map LOOPBACK1
the interface serial 0/0 too.
