There were very good discussions about it in the month
of July. Please check the archives and search for
keywords like policing/police/shape/shaping, there is
a *lot* of useful information.

Second, you don't need to remember these formulas
(even if it is good if you do), just how to look for
them.
Search for the rate-limit command in the univerCD and
you'll have all the info you need.
